This article examines the theoretical and methodological aspects of the emergence and formation of national interests. National interests are defined as the long-term strategic goals of states and the actions aimed at achieving them. The purpose of the article is to explain how national interests arise, form, and develop. To achieve this goal, the author analyzes the definition, importance, and types of national interests; identifies the factors influencing their formation; considers the main theoretical and methodological approaches; studies the mechanisms for implementing national interests; and analyzes their development trends. The research methods include theoretical analysis, comparative analysis, expert evaluation, and the historical method. The hypotheses presented in the article show that national interests depend on the interaction of objective and subjective factors and on the economic, political, and social conditions of the state. The implementation and development of national interests are determined by the strategic plans in the state's domestic and foreign policy. The development and changes in national interests are a dynamic process dependent on global and regional political situations. This study aims to comprehensively understand the process of forming national interests and to identify effective methods for their implementation. Additionally, the article discusses the challenges in the development of national interests and possible ways to address them. The research results form the basis for practical recommendations in defining and implementing national interests.
