THE ROLE OF THE EUROPEAN UNION IN GLOBAL CLIMATE DIPLOMACY: THE EU AS A LEADER IN INTERNATIONAL CLIMATE NEGOTIATIONS

Abstract

Climate change is seen today as one of the most important challenges for the international community. In such conditions, ecology is being
formed as a new system of diplomatic interaction, which becomes an instrument of foreign policy. The European Union, which unites 27 countries, has consistently developed its climate strategy, not only reducing the impact on the environment,
but also acting as a global model for Sustainable Development.
In recent decades, the European Union (EU) has played an important role in
shaping the global climate agenda. This article examines the development of EU climate diplomacy. The legislative framework, economic and financial measures, as well as active participation in international climate forums are considered as its
main instruments. The main goal of this study is to better understand the role of the EU in international climate diplomacy and identify the factors that ensure its leadership in the negotiation process. The study discusses the historical stages of development of EU environmental policy, ways to influence international climate diplomacy and EU participation in multilateral negotiations. Particular attention
is paid to the influence of the EU on negotiations within the framework of the United Nations climate conferences (COP26-COP28). It also analyzes internal and external factors that determine the strength of his leadership positions.
Despite political disagreements and external difficulties between member states, the EU remains one of the key players in global climate management.
