The process of article submission and publication

I. Registration and Submission
Before submitting an article, authors are required to carefully read the "Author Requirements": https://bulletin-irr.ablaikhan.kz/index.php/j1/guide.
To submit an article, authors are required to register on the journal’s website.
After completing the registration form, click REGISTER. You will receive a confirmation email; follow the link provided to activate your account. Once your account is active, log in and select Submit Article in your personal account to begin the submission process.
In the submission form, please provide the following information (all fields are mandatory):
- Title of the article
- Authors – enter the full name of each co-author in a separate field (press «Enter» after each name)
- Article category / profile
- Article file (with authors’ names) – upload the article in .doc or .docx The file name should include the full names of all authors.
Additionally, you must upload a manuscript file without author information for blind review. This file should not contain:
- authors’ names,
- affiliations,
- biographical information (in all three languages).
Name this file using the article title only.
In the submission form, you will also need to provide the following information:
- UDC, IRSTI codes
- Language of the article
- Abstract
- Keywords – please enter each keyword or phrase in a separate field (press «Enter» after each entry). A minimum of 8 keywords is required.
- Consent for open access publication
After completing all fields, review the information carefully and click «Save».
II. Article Publication Process
During the processing of the article, authors will receive notifications in their personal account regarding the current stage of review.
The article goes through the following stages:
- Receipt of the article by the editorial office
- Structural check for compliance with technical requirements
- Evaluation of the article for relevance to the journal’s scope and initial assessment
- Plagiarism check
- Peer review
- Consideration by the Editor-in-Chief and the Editorial Board
- Payment verification
- Publication of the article
- Receipt of the article by the editorial office. This means that the article has been received and registered by the editorial office at the preliminary stage, but has not yet been evaluated for compliance with the journal’s requirements.
Authors are notified of the receipt of the article within 3–5 working days from the date of submission.
- Structural check for compliance with technical requirements
The technical editor verifies the correctness of the information provided by the author and checks the formatting of the article according to the journal’s requirements.
Authors are notified within the following 10 working days.
- Evaluation for relevance to the journal’s scope and initial assessment.
The article is assessed for compliance with the journal’s scientific direction and profile.
Authors are notified within the following 10 working days.
- Plagiarism check.
The article is checked for originality, including borrowed content and citations.
The maximum allowed similarity indices are: SI1 – 30%, SI2 – 5%, and quotations (QI) not exceeding 10%. A plagiarism report file is available.
The editorial board informs authors that the article will be submitted for plagiarism checking within the next 7 working days.
If the acceptable thresholds are exceeded, the article may be sent for revision. The author is given 10 days to make corrections.
If the author does not respond to the comments within 10 days, the article is automatically withdrawn from publication.
If, after revision, the article does not meet the acceptable similarity coefficients, the editorial board has the right to refuse to publish it.

- Peer review
The article undergoes double-blind peer review. Authors are notified within the following 10 working days.
Based on expert evaluation, the reviewer may recommend one of the following:
- The article is recommended for publication as it is.
- The article is recommended for publication after corrections of the shortcomings noted by the reviewer. (The correction period is 14 days. If the author does not respond to the comments within one month, the article is automatically withdrawn from consideration.)
- The article requires additional review by another specialist.
- The article cannot be published in the journal.

The Editorial Board makes the final decision on acceptance or rejection of the article based on the results of peer review.
After successful completion of the review process and a positive editorial decision, the article will be scheduled for publication according to the order of submission.
Exceptional Fast-Track Publication Policy. The Editorial Board may consider fast-track publication of an article only in exceptional cases. Such cases may include, for example, articles prepared within the framework of a grant project funded by the Ministry of Science and Higher Education of the Republic of Kazakhstan, or submissions by doctoral students undergoing pre-defense.
In these circumstances, the author is required to submit a formal request along with supporting documents that clearly justify the necessity for urgent publication.
- Payment verification. At this stage, the editorial office verifies receipt of the publication fee to the designated bank account. (The payment receipt must be provided after the article has been accepted for publication.)
The payment confirmation should be submitted in scanned form in .jpg/.jpeg or .pdf format. The receipt must include the payment date, the publication section, and the surname of the person making the payment.

- Article publication. After successfully passing all stages, the article is officially published and becomes available to readers.
Deadlines for Article Submission, Review, and Journal Publication
Issue №1 – Submission deadline: January 15; Editorial review: January 16 – March 20; Publication: by March 30.
Issue №2 – Submission deadline: April 15; Editorial review: April 16 – June 20; Publication: by June 30.
Issue №3 – Submission deadline: July 15; Editorial review: July 16 – September 20; Publication: by September 30.
Issue №4 – Submission deadline: October 15; Editorial review: October 16 – December 20; Publication: by December 30.
Articles that do not meet the above requirements in terms of content and formatting will not be accepted for publication and will not be returned to the authors.
